This organization was set up in [[1908]] in response to an edict issued by the government in [[1906]] calling for the establishment of educational associations across China. It appears that Yáng Wénhuì [[楊文會]] was involved, even if only tangentially, as it was he who recommended that Yuèxiá [[月霞]] be appointed president of the Association in [[1910]].

This organization ran the Jiāngsū Saṇgha Normal Study Hall [[江蘇僧師範學堂]] from [[1909]] until October [[1911]].
